In Georgia, if you buy and sell vehicles with the intent to make a profit, you generally need a dealer license. There is no "five-car" exemption or safe number of cars. Selling your own personally driven vehicle that is titled in your name is different. Flipping cars regularly without a license can bring penalties.
The basic rule
Georgia licenses people who buy and sell vehicles to make a profit. If your plan is to buy cars, fix or clean them up, and resell them for more, that is the business of a dealer. The licensing agency is the State Board of Registration of Used Motor Vehicle Dealers.
The five-car myth
Many people believe they can flip a handful of cars a year without a license. There is no safe number. What matters is your intent to make a profit and how often you do it, not a magic count.
What you can sell without a license
Selling your own personally driven vehicle that is titled in your name is a normal private sale. Buying cars specifically to resell them is where you cross into dealer territory.
How to flip cars legally
- Get a dealer license. It is more accessible than most people expect, and a lot is not required. See how to become a car dealer in Georgia.
- Register as a dealer with the Department of Revenue for dealer plates after you are licensed.
- Open dealer auction access, which is only available to licensed dealers. See dealer auctions.
A license also unlocks dealer-only auctions, which is where much of the inventory is.

Frequently asked questions
Is there a five-car rule in Georgia?
No. There is no safe number of cars you can flip without a license. The deciding factor is whether you buy and sell vehicles to make a profit.
Can I sell my own car without a license?
Yes. Selling your own personally driven vehicle that is titled in your name is different from dealing.
Do I need a lot to flip cars legally?
No. A properly zoned broker or dealer office is enough to get licensed.
Can I buy at dealer auctions without a license?
Dealer-only auctions require a dealer license. Public auctions exist, but they are not the same as dealer auctions.
